Wonderful! The reason the ball's speed decreased earlier was because the surface was rough. With a perfectly smooth surface, there is no locking, and the ball's speed won't change.
So, if a body isn't moving, it will continue to stay stationary until a force acts on it. Similarly, if a body is moving at some velocity, it will continue at the same velocity until a force acts on it. This is called Newton's First Law of Motion.
